Hearing to discern the impact of the San Francisco Public Works Code, Article 23, Sections 1304 and 1305 since its adoption; including its impact on reducing the amount of graffiti in the City and County of San Francisco; and to assess its efficiency in order to determine whether the City should amend the current code to support its original principles and purposes.
