Ordinance authorizing the Department of Emergency Management to accept and expend a grant of $22,656,000 in funds from the United States Department of Homeland Security through the California Office of Homeland Security under the Urban Area Security Initiatives Program, and incorporating an amendment to the Annual Salary Ordinance to provide for the extension of certain grant-funded positions.
