Ordinance to effect a supplemental change to the budget by directing Department Heads to certify positions eliminated as a result of budget constraints and authorizing the Controller to identify the date of expiration of funding in the budget for such positions in order to expedite offers of Early Retirement Benefits and mitigate the effect of layoffs.
