Hearing to consider the strategy employed by the Parking and Traffic, the San Francisco Police Department, and the Fire Department to address traffic congestion during different levels of emergency situations and to determine if the strategies have adequate resources and an appropriate communication network to be able to scale the response to the level of the emergency.
