Hearing to consider foregoing increase in revenue from utility surcharges in order to provide utility bill relief, to include the following: (1) Establishment of a fund to reduce utility bills for senior citizens and individuals on fixed incomes. (2) Sources and uses of utility surcharges including 5 percent utility users' tax; 1 percent gas revenue franchise fee; 1/2 percent electrical revenue franchise fee; .05 percent State Energy Commission fee; 1 percent public purpose program charge.
